Now Buffett has added to his list of atypical pronouncements by saying that America's super-rich should pay more tax if the country's debt problems are ever to be solved.
Writing in the New York Times on Monday, Buffett argued that the richest members of US society are indulged with an unfairly generous tax regime and are not making a fair contribution to repairing the country's finances.
"While the poor and middle class fight for us in Afghanistan, and while most Americans struggle to make ends meet, we mega-rich continue to get our extraordinary tax breaks," wrote Buffett, whose personal fortune was estimated at $50bn (£30bn) by Forbes this year, making him the third richest person in the world behind Carlos Slim and Bill Gates.
"These and other blessings are showered upon us by legislators in Washington who feel compelled to protect us, much as if we were spotted owls or some other endangered species. It's nice to have friends in high places," the 80-year old investor added.
Buffett, known as the Sage of Omaha, built his fortune on a no-frills investment strategy and was a fierce critic of the exotic financial investments that brought the banking system to it knees in 2008, dubbing them instruments of financial mass destruction.
A long-time critic of the US tax system, he has calculated that he handed over 17.4% of his income as tax last year – a lower proportion than any of the 20 other people who work in his office.

If they pay an 18% Tax Rate today. Remember that before the Bush tax cuts, the 400 richest Americans used to pay 30% of their income on the average to Uncle Sam.

The main reason for the drop in their tax rate of some 40% is the tax cuts by George Bush in 2003, taking the rate paid on dividends and capital gains down to 15%. This reduction in the investment class’s taxes powered the bull market in stocks from the fall of 2003 until the fall of 2007.

Shockingly, the plan to raise the debt ceiling collects nothing from the wealthiest Americans to reduce our budget deficit. The Republican right wing holds the Obama White House hostage. It’s a sad day for the principle of sharing the pain equitably.

3-D video gaming aspires to become spectacle

For movie goers, watching a 3-D film is a relatively easy experience. Audiences don't need to do anything other than pay a few more dollars and slip on a pair of special glasses to see 3-D versions of "Avatar" or "Alice in Wonderland." For gamers, however, enjoying a 3-D game requires a bigger investment on their part.

For example, to play the popular online fantasy game "World of Warcraft" in 3-D, an inhabitant of Azeroth would need hundreds of dollars worth of gear: a robust computer setup with a compatible graphics card, a monitor capable of displaying 3-D and a pair of 3-D spectacles. At this early stage, it's an expense that many virtual adventurers have yet to adopt.

Dozens of game developers, business executives and other stereoscopic 3-D gaming advocates converged at a Universal City hotel this week to explore that very conundrum and witness the latest in 3-D games at the first-ever 3-D Gaming Summit. The consensus was that whether gamers push play on 3-D or not, the home 3-D revolution is already in motion.

Television makers Samsung and Panasonic are now selling 3-D TVs. Movie studios Universal and Disney have released 3-D films on Blu-ray, such as "Coraline" and "The Polar Express." Discovery Communications and ESPN previously announced they will launch their own 3-D cable television networks, with ESPN first broadcasting FIFA World Cup soccer in 3-D this June.

"We've got to tell people about it," said Phil Eisler, general manager of Nvidia's 3-D Vision, which makes graphics cards with 3-D processing power. "Hollywood has done a fantastic job of educating consumers and marketing to them about the wonderful experience in the theater. We need to tell consumers about the wonderful experience that games are in 3-D."

For many modern games, the leap to 3-D is actually just a step. The medium is well suited for 3-D because the majority of today's games are created in three dimensions, making conversion a snap. Eisler said more than 400 current PC games, including "Battlefield: Bad Company 2" and "Resident Evil 5," can be played in 3-D with the right equipment.

"You're seeing it now," said "Avatar" producer Jon Landau. "People are going to want 3-D in their homes. I think 3-D is going to become ubiquitous in everything we do. From what I understand of the initial TV sales at Best Buy, everything went out the door. Why? Because it's of a certain quality, and I think that's what we have to make sure we protect."

The biggest hurdle for 3-D gaming is perhaps the simplest: Those glasses are just plain annoying. Michael Cai, a video game analyst at research firm Interpret, found in a recent survey of players who had experienced 3-D games that having to don shades was the overwhelming aversion to the medium. However, many had no qualms about 3-D gaming at all.

Sony and Nintendo have already unveiled their initial plans to enter the 3-D realm. Sony began updating PlayStation 3 consoles this week for future 3-D gaming features, which are expected this summer. Last month, Nintendo revealed a 3-D version of its top-selling handheld DS system — called 3DS — that wouldn't require 3-D glasses due out later this year.

"One of the big advantages of the gaming market is that it's extremely viral," said Neil Schneider, president of 3-D gaming advocacy group Meant to be Seen. "If there's a way to capture the interest of just a handful of these gamers, it's the consumers that could help drive this industry forward, perhaps more influential than a retail display at Best Buy."

Government sells $416-million OFW bonds

The government has so far sold $416 million worth of Fixed Rate Multicurrency Retail Treasury Bonds or the so-called OFW bonds as of yesterday.

The amount is $84 million short of completing the government’s target to issue $500 million worth of the bonds, intended mainly for overseas Filipino workers (OFWs).

Of the $416 million, the government has so far sold $355 million in dollar-denominated bonds and P46 million worth of the euro-denominated bonds, bringing the total sale as of yesterday to a dollar equivalent of $416 million, according to market sources.

The offer period for the bonds ends on April 27.

The government started the sale of the bonds last April 21, selling an initial $346 million in a price-setting auction.

The three-year dollar-denominated bonds fetched a coupon rate of 2.875 percent while the five-year dollar-denominated bonds fetched a coupon rate of 4.125 percent.

Meanwhile, the government fetched a coupon rate of 3.250 percent for the three-year euro-denominated paper and 4.125 percent for the five-year euro bond.

There are no indications yet if the government would again sell another batch of OFW bonds later this year as it has been authorized by the Bangko Sentral ng Pilipinas (BSP) to sell $1 billion worth of OFW bonds.

Analysts said that if the market asks for it, another sale may take place in the fourth quarter.

The Bureau of the Treasury (BTr) has already cancelled a scheduled auction for P8.5 billion worth of Treasury bonds next week because of the OFW bond sale.

The issue managers are First Metro Investments Corp., BPI Capital Corp., Development Bank of the Philippines, PNB Capital & Investment Corp., and BDO Capital & Investment Corp.

The sale of OFW bonds is part of government efforts to provide overseas Filipinos opportunities where they can park their hard-earned dollars and euros.

Filipino discovers new vaccine vs. malaria

Rhoel Dinglasan, an entomologist and biologist from John Hopkins University, is rocking the science world with his discovery of a new vaccine against malaria.

It prevents mosquitoes from spreading malaria if they bite someone who’s been inoculated with the vaccine, and brings the medical world a step closer to eradicating the disease.

Dinglasan’s discovery was recently featured in the Health and Science section of TIME magazine. Here are excerpts from the article.

“Traditional vaccines work by introducing a killed or weakened version of a disease into the body, where the immune system spots it and cranks out antibodies against it. Then, if a wild strain of the pathogen comes along later—one that has the power to sicken or kill—the body is ready for it. The new approach is different. Developed by Rhoel Dinglasan, an entomologist and biologist at Johns Hopkins University Hospital, it would instead work within the mosquito gut.

Dinglasan has found an antigen, called AnAPN1, that causes humans to create antibodies that prevent transmission of malaria by mosquitoes. Get enough of these antibodies into mosquitoes, and you lock the disease up there and prevent it from infecting us.

Sounds good, but how do you implement such a strategy? You can hardly vaccinate the mosquitoes themselves. Instead, you put the AnAPN1 into their food source: us. A mosquito that bites an inoculated person would pick up the antibodies and then be sidelined from the malaria-transmission game.

The new vaccine is not the first TBV attempted. Previous versions used not AnAPN1 but parts of the malaria parasite to generate human immune responses.

Unfortunately, two vaccine candidates using that approach unexpectedly caused some skin disorders when tested in humans in 2008, prompting a need for further research. And even without that side effect, using antigens from the malaria parasite would require multiple vaccines to fight the many different strains of malaria.”

A: Now more than ever, investors have become more cautious in picking out places where they can invest their money. The recent global financial crisis is still fresh in the minds of people all over the world, and no one wants a repeat of what happened then, when currencies became weak and long-term savings lost their value.

Well now things are getting rosier. We have all learned lessons from the global financial crisis and its aftermath. One important lesson is to invest with your eyes wide open. That may seem easy to say but just how do you do that, you may ask?

Put simply, that means invest only in schemes you understand. Some investment vehicles are a little complicated to understand, and investors may find out too late that these are not the right ones for them.

Like clothes, investments must fit your personality. Investors who are aggressive in their positions usually have time on their hands, can take on risks and are interested in investment that offer high returns. They are usually suited for stocks. They probably won't mind the ups and downs of the market, bearing in mind that in the long run, they may be able to realize a much bigger profit. Those more conservative and who want to take things slow and sure may concentrate their investments in bonds and government securities.

What investments can be considered good this 2010? We don't have the capacity to say what is sure to happen in the future, so we cannot guarantee which investment will earn the most this year. But these tips below may help you in determining the right investment for you.

1. Ask yourself: What is your investment goal? Maybe you would like to invest your savings so it will grow more, enough to become down payment for a house in the future. Or maybe you are looking at starting your nest egg which you will use upon your retirement 30 years from now. Still another investment goal may be to grow your savings so that you will reach your emergency fund (six months' worth of expenses at least) in a year's time. By identifying your investment goal, you are making your plans more concrete, which will help you in mapping out your investment strategy.

2. Ask yourself: How much time do you have to invest? Once you know your savings goal, you will be able to determine how much time you have to leave your money in the investment before you need it. This is essential in identifying the right investment for you. Long-term funds may be held in stocks and bonds, while short-term funds needed for next year's tuition fees or emergency fund goal may be placed in a unit investment trust fund or mutual fund investing in the money market.

3. Study all aspects of an investment before committing to put money in. Don't just ask how much it may earn in the future or how much the interest rate is; find out how it works and how it behaves in the market. Stocks are pretty volatile, with market prices fluctuating due to demand and supply. Time deposits are safe but interest may be low, although higher than that offered by savings accounts. With bonds, you have to hold your money for the term of the bond to realize the full interest.

4. Research not only on how that particular investment has performed during the past year or so, but on what potential it has in the future. Has it started to recover and is on its way up after the global financial crisis? Note however that past performance is not indicative of future performance. You should be wary that though the performance of a particular investment may be good in the past, it is not a guarantee that it will also behave the same way in the future. Also, if it appears too good to be true, it's probably not true. Beware of investment scams.

5. Be open to studying new investment options. Depending on one's profile, investors may consider getting out of their comfort zone and consider new investment vehicles. For example, avid time deposit clients may look into government securities and corporate bonds to increase their potential portfolio returns (subject to taking higher risk attendant to these investments, of course). Investors in direct assets such as bonds and stocks may look into investment funds to gain the benefit of a professional fund manager.

There are timeless cardinal rules in investing. One of them is to diversify your investments. Don't put all your eggs in one basket. Spread out your investment in different asset classes to maximize your earnings potential. Moreover, spread out the timing of your entry into the financial markets over a period of time and not just 'one time-big time.' Specifically, consider the merits of entering in stages and cost averaging. The bulk of your investment pot, though, should be in an investment which suits your investment persona, time horizon, and investment goals.

Acts of God and other insurance riders you need to know

Q: My friend's car was submerged in flood due to the recent typhoon Ondoy. She filed a claim with her insurance company but found out that her policy did not include coverage for “acts of God.” I think it's unfair for insurance companies not to cover damages brought about by the flood. People have already suffered much and they need all the help possible. What can be done about this? – Donna

A: Many car owners have been affected by floods due to typhoons Ondoy and Pepeng. Vehicles have been submerged in flood water and mud, and some were even carried away by the current of rushing water.

Days and weeks after the flood, car owners flocked to service centers to have their vehicles repaired. As with your friend, many people who had comprehensive motor insurance also contacted their insurance companies to file for a claim.

But as your friend realized, unless the insurance policy has an “acts of God” rider, the insurance company is not liable to pay for damages caused by natural disasters such as flood. It will not pay for damages since it is not part of the insurance contract entered into between the insured and the insurer (insurance company).

What does “acts of God” mean? “Acts of God” are natural disasters that cannot be brought about by man. Examples are flood, typhoon, earthquake, volcanic eruption, tornado, and landslide, among others. When a person wants to be covered for damages that may arise from acts of God, he has to request the insurer to add this rider to the policy and pay for the corresponding added premium. This is because the standard comprehensive insurance does not include a rider for acts of God. (A rider is an additional condition made part of the standard insurance policy.)

Although the insurance company no doubt would like to help people in the same boat as your friend, it cannot do so because the contract does not allow coverage for acts of God. There is nothing that can be done. Upon renewal, though, your friend may request for the acts of God rider.

There are other insurance riders worth looking into:

1. Strike, Riot and Civil Commotion -- Some insurance policies will include coverage for damage to property caused by these events.

2. Roadside assistance and towing coverage – If you have this rider, you may just call your insurer if your car breaks down, and it will arrange for a tow truck to come and bring your car to an accredited service center.

3. Accidental Death Benefit – Should the insured die as a result of an accident while in the insured's car, an amount will be given to the beneficiary or heirs. This benefit may be extended to the insured's authorized driver. Some comprehensive auto insurance policies add this benefit at no extra cost to the insured.

Car owners need to read the fine print closely when availing of comprehensive auto insurance. Usually there is a deductible clause which provides that damages up to a certain amount (example, P4,000) will be paid for by the insured. Another provision would be the depreciation clause where the amount of settlement shall be the cost of brand new part less the share of the insured on the cost of replacement computed based on a depreciation schedule. This means that if total damages amount to P20,000, the first P4,000 will be paid by the insured, and only P16,000 will be paid by the insurance company. There may also be a repair clause where if the vehicle is more than 2 years old at the time of the claim, repairs will no longer be undertaken by a dealer (CASA) repair shop.

The recent typhoons have underscored the importance of getting comprehensive motor insurance with an acts of God rider. Prior to this, motorists just usually avail of the mandatory third party liability (TPL) insurance, thinking that the high cost of premium for comprehensive motor insurance is not worth it. However, when disaster strikes, or when the owner gets into an accident, or when the car is carnapped, that is when the car owner realizes he should have availed of comprehensive motor insurance. Otherwise, he will have to bear the full cost of damages.

Insurance coverage should not be thought of only for cars. Evaluate your current home insurance and see if it is enough. If it is not, or if you don't have one at all, by all means, get covered, include a rider for acts of God, and have peace of mind.

For A Baby Boy Conception: To get pregnant with a male baby, you'll want to use positioning that places the sperm as close as possible to the egg. This gives the weak little guys a short trip and limits their time in a hostile vaginal environment.

The best known positions for a deposit very close to the cervix is rear entry where the woman is typically lying on her stomach, but has her knees in a sitting position. Another variation has the woman sitting up with bent knees on the edge of the bed or on the floor. You can use a pillow to raise your pelvis even further for an even deeper deposit.

Many people think that the missionary position is good for a girl conception and this is true if you are using it in the traditional way, but a little variation on this technique can achieve very deep penetration that is effective for conceiving a boy. If the woman bends and holds her knees or places her legs at the man's neck or shoulders (sometimes called the anvil position), then the proper penetration can be easily achieved. Again, using a pillow to raise your pelvis can make this even more effective.

To Conceive A Girl: Sexual positioning is one part of the equation, but it's not the only part. You'll need to do everything that you can to give the Y sperm the best chance, considering their relative weakness. Another way to do this is by having intercourse on the day of or the day following ovulation. You will need a reliable ovulation predictor to ensure success because accuracy is vital here. You can't just guess.

You will also need to alkalize your body and your vagina. Remember, Y sperm can not withstand a hostile environment and a high PH and acidity is about as hostile as you can get. You can achieve a lower PH by going on a low acid diet and / or by douching. The best and easiest way to start is to test your PH with testing strips that you can get a health food store or on the web. Then, you will know how far you need to go to get your optimum PH. And, the douche solutions that will work best for will depend on this reading.

You can use the either or method (either foods or douching) or you can combine both of these for even quicker, more dramatic results. And, you can continue to test with the strips so you will know exactly when you are ready to conceive your son.

If you've found this article, it makes sense to assume that you're trying to conceive a male baby and you suspect (rightly so) that there are things that you can do to greatly increase your odds of having success with this. In the following article, I will tell you three steps that can raise your odds of getting pregnant with a boy to one as high as over 90%.

It's All About Getting The Y Sperm Chromosome To Fertilize The Egg First: Natural gender selection really comes down to one thing - which sperm chromosome (X or Y) gets to and fertilizes your waiting, healthy egg first. If the Y is the victor, you'll have a boy. The same is true if the X edges out the Y.

But, nature has upped the odds by giving these guys very different characteristics. The boy sperm are much faster than the girls, but are also much weaker. So, each chromosome has an advantage and a weakness that you can exploit to get the gender that you want. Since you want a boy, you'll need to maximize the Y's speed while downplaying it's weakness.

The Timing That Gives The Y Guys The Advantage: Remember that the boy sperm can't live for very long because of their weakness. So, you'll want to conceive on the day that you ovulate (or the day after, at the very latest) so that these weak fellows don't have to sit, weakening by the hour, waiting for your egg. If you are even a day early, many of the Y's will have already weakened of died off.

Obviously, it's so important to know when you ovulate. You must know this with razor sharp accuracy. Don't make the common mistake of just guesstimating half way through your menstrual cycle or trying to interpret arbitrary temperature or cervical mucus. Use a method that gives you a concrete yes / no answer. I like ovulation predictors for this. And, I particularly like the saliva predictors because they are cheaper in the long run, reusable, and extremely accurate. Plus, you aren't limited to only early in the morning or first morning urine.

The Sexual Positions That Favor The Y Or Baby Boy Producing Sperm: Again, we are trying to downplay the fact that the boy sperm can't live for a very long time. Another way to do this is to use deep sexual penetration positions that place the sperm right where it needs to be so that it doesn't have a long, hostile trip. Examples are rear entry positions or seated female dominant.

Why You Probably Need To Lower Your Acidity And PH If You're Trying To Get Pregnant With A Boy Baby: The final piece of this puzzle is manipulating your acidity and PH. The reason for this is that the boy sperm will quickly be quite compromised in a highly acidic vagina. You can find out just how acidic yours really is by testing with PH test strips that you can get at a health food store. It should then be pretty obvious if you are naturally alkaline or acidic.

To conceive a boy, you will need a pretty low PH or alkaline vagina. You can achieve this in a few ways. The first is to load your diet with alkaline foods and to omit acidic foods. I know this probably doesn't sound too appetizing, but you're not restricting your calories, only your acidic foods. And, you only need to do it until you reach your optimal alkaline reading. There are food list to help with this.

The other way to alkalize your body is to douche. I'm not typically taking baking soda and water unless you are already extremely alkaline already. Which solution you use is going to depend on the reading you are getting with the strips. Again, there are recipes that make this pretty painless and you can keep right on testing so that you know when to stop.

I realize that many women think that douching is old fashioned, but again you only need to do this until you reach the correct level. (And, frankly, it you use both the food and the douching methods, you'll likely get the results you need much more quickly so that you don't have to do either for very long.)

The most important thing to remember when getting pregnant with a boy baby is using all of these things to give the Y guys their best chance. You need to weed out the X sperm so that everything in your vaginal tract is Y - so that the only possible outcome is a son. And, the best way to do this is to make sure you address all of these things. Omitting even one would likely let some X's slip through, which is exactly what you don't want.

Many of us would want to be upgraded and we would want more comfort, more legroom, better service and the lounge access which come as standard for first and business class passengers. If you have seen the latest generation of flat seats in premium cabins of major carriers, I am sure you would want upgraded as it makes flying long-haul more comfortable than ever before.

Often airlines will give out free upgrades for operational reasons. How do we get the upgrade? Here are a few basic tips for increasing your chances of getting that elusive upgrade:

1. Become a member of your airline's frequent flyer program. If you can reach 'elite status' then you will greatly improve your likelihood of getting upgraded if there is any availability on the day you fly. Airlines will give upgrade priority to their top-tier members.

2. Avoid flying from your carrier's main hub if it is a large airport. You will be competing against masses of frequent flyer members so your chance of a free upgrade is minimal. For example it is difficult to get upgraded with British Airways if flying out of London Heathrow - you will be up against many top-tier BA 'Gold' members and possibly a few above-status 'Premier' VIPs as well.

3. Consider choosing one of the smaller frequent flyer programs with fewer members to reduce competition. The biggest programs in Europe are those of Lufthansa, AirFrance-KLM and British Airways with literally millions of members. US programs are massive - the top 3, United, American and Delta probably have well over 100 million members between them! A good option is to join a quality Asian based carrier like Thai Airlines or Cathay Pacific or smaller programs like Alaska Mileage Plan or bmi Diamond Club.

4. Book a flight that is likely to have a full economy section. Try to fly on wide-body aircraft like the Boeing 777 with plenty of available first class and business class seats. A few days before your flight, check the availability of business and first class seats by doing a pretend booking on your airline's website or use one of the class availability tools on the web.

5. Pay for a full fare economy or premium economy ticket on your flight which will also give you upgrade priority from the airline.

6. There is no harm in dressing well in 'smart casual' or business attire on the off-chance you are pre-upgraded and the airline is happy you will blend into its premium cabin. Note however, this is not a serious upgrade strategy today - it may have worked in the 1970s!

Watch Resident Evil Degeneration Trailer, the Resident Evil: Degeneration, is known in Japan as Biohazard: Degeneration. It is the first full-length CG animation feature based upon Capcom's Resident Evil video game series.

This one is different from the previous Resident Evil film trilogy. Degeneration is set within the same universe as the original video games. The Trailer of the Resident Evil: Extinction DVD and Blu-ray Disc confirmed the appearance of Leon S. Kennedy and Claire Redfield. The DVD and Blu-ray releases are slated for December 17, 2008 in Japan and December 27, 2008 in North America. The movie explores the early Starfleet careers of future Enterprise officers Kirk (Chris Pine), Spock (Zachary Quinto), Scotty (Simon Pegg), Amanda Grayson (Winona Ryder), Uhura (Zoe Saldana), McCoy (Karl Urban), Sulu (John Cho), and Chekhov (Anton Yelchin). A Romulan, Nero (Eric Bana), and a much older Spock (Leonard Nimoy) including Captain Pike (Bruce Greenwood), the first captain of the USS Enterprise.

This movie is in production, and expected to be released sometimes in May 2009. Watch and enjoy.

X-men Origins- Wolverine

The story goes: Wolverine lives a mutant life, seeks revenge against Victor Creed (who will later become Sabre tooth) for the death of his girlfriend, and ultimately ends up going through the mutant Weapon X program. Changes are expected on the course of its production. Expected release May 2009.

'Knowing' - Nicholas Cage's Latest Movie Thriller

Yup, "Knowing" is the latest of Nicholas Cage's Movie to be released sometimes next year. Just from the title I am reminded of his movie "Next" , but hoping that this one would be something different.

The story line of the movie was that in 1958, in a dedication ceremony for a new elementary school, a group of students were asked to draw pictures to be stored in a time capsule. A mysterious girl student who hear whispered voices filled her sheet of paper with rows of apparently random numbers instead.

50 years later (today), a new generation of students examined the contents of the time capsule and the girl’s cryptic message ends up in the hands of young Caleb Myles. But it is Caleb’s father, professor Ted Myles (Nicolas Cage), who made the startling discovery that the encoded message predicts major disaster of the past 50 years. As Ted further unravels the document’s secrets, he realizes it foretells three additional events—the last of which hints at destruction on a global scale and seems to somehow involve Ted and his son.

It is a biographical drama film based on the true story of Democratic Texas Congressman Charlie Wilson, who conspired with CIA operative Gust Avrakotos to launch an operation that helped the Afghan mujahideen resist and ultimately defeat the Soviet Union's military occupation of the nation. The film is tailored from George Crile's 2003 book Charlie Wilson's War: The Extraordinary Story of the Largest Covert Operation in History. The film was directed by Mike Nichols, and written by Aaron Sorkin, and stars Tom Hanks, Julia Roberts, Philip Seymour Hoffman, Amy Adams, and Ned Beatty. It was nominated for five Golden Globe Awards, but did not win in any category.
